In Latin America, state actions, social organizations and cultural collectives configure hybrid territories, which are built between local and digital, face-to-face and virtually. Many of these initiatives use the new media provided by information and communication technologies (ICT) to develop certain popular cultural expressions such as hip-hop, dance, graphite and video, but also by providing access to more socially recognized cultural assets . The appropriation of the resources and interstices provided by ICT in generating forms, contents and identities provides the emergence of hybrid cultural repertoires, which mix traditional and innovative, institutionalized and non-institutionalized, legal and "marginal" practices. On the other hand, the cultural industries are also attentive to these processes, trying to take advantage of them and, in the limit, to control them, from the perception of how are the flows of interests of the people. In this sense, the Intenet today is perhaps the most active front of cultural warfare. A fundamental question: how has the State - in isolation or in partnerships - positioned itself, in its different levels of action, in relation to this scenario, in the formulation of its cultural actions and policies? How can it position itself as regulator, partner, incentive of these practices? Or, from a different perspective, how has its performance oscillated between the poles of this process?
