Many government and non-government organisations need to engage with newly-arrived migrant communities in order to build capacity and to deliver resources and services with the goal to help people to be empowered. These organisations often face a tension created by delivering top-down style programmes to migrant communities that have a different bottom-up agenda. This can result in in poor programme outcomes.

The lecture will provide an innovative approach that has been successfully implemented to combine both top-down and bottom-up agendas within public health programmes. Examples from international practice are used to illustrate the application of the ‘parallel-tracking’ approach in programme planning with a particular emphasis on the experiences of working with newly arrived migrants.
